Thụy Sĩ quy định về kiểm định chất lượng giáo dục đại học như thế nào?
Thụy Sĩ sở hữu một hệ thống giáo dục linh hoạt, tôn trọng tối đa quyền tự chủ và đặc biệt chú trọng đến chất lượng. Điểm đặc thù của giáo dục đại học tại đây là cơ chế quản lý và kiểm định chất lượng, vừa bảo đảm các chuẩn mực cao, vừa duy trì sự tự do và độc lập cho từng cơ sở giáo dục.
Theo Chapter 5: Quality Control and Accreditation trong Luật Liên bang về tài trợ và điều phối lĩnh vực giáo dục đại học (Higher Education Act – HEdA), việc kiểm định chất lượng được quy định cụ thể qua các điều khoản Art. 27, Art. 28 và Art. 29 (nguồn: Federal Act on Funding and Coordination of the Swiss Higher Education Sector – HEdA).
Kiểm định không bắt buộc cho Viện đại học (Swiss higher education institute)
Theo quy định của Chính phủ Thụy Sĩ, chỉ những cơ sở giáo dục đại học muốn sử dụng các danh xưng được bảo hộ như:
- University (Đại học)
- University of applied sciences (Đại học khoa học ứng dụng)
- University of teacher education (Đại học sư phạm)
mới bắt buộc phải tiến hành kiểm định tổ chức (institutional accreditation).
Việc đạt được kiểm định tổ chức không chỉ cho phép các cơ sở này sử dụng danh xưng “university” mà còn đủ điều kiện nhận hỗ trợ tài chính từ Liên bang và triển khai kiểm định chương trình (programme accreditation) nếu thấy cần thiết.
Trong khi đó, các cơ sở sử dụng danh xưng khác như higher education institute (Viện đại học) hoặc các tên gọi tương đương không thuộc phạm vi bắt buộc phải kiểm định theo quy định này.
Vì sao Thụy Sĩ lại quy định như vậy?
Không phải ngẫu nhiên mà một nền giáo dục hàng đầu thế giới lại có quy định như vậy, quy định trên là một phần quan trọng để các cơ sở giáo dục tự chủ và cạnh tranh chất lượng, hướng đến việc đánh giá cuối cùng dành cho người học và nhà tuyển dụng. Một số lý do được chính phủ đưa ra và bảo vệ quan điểm này bao gồm:
- Khẳng định quyền tự chủ và sự đa dạng: Cho phép các viện đại học phát triển linh hoạt, phù hợp với mục tiêu và chiến lược riêng mà không bị ràng buộc bởi các yêu cầu kiểm định bắt buộc.
- Tạo không gian sáng tạo học thuật: Viện đại học có thể tập trung vào chất lượng đào tạo thực tiễn, nghiên cứu ứng dụng hoặc phát triển chương trình theo định hướng thị trường mà không cần tuân thủ các tiêu chí kiểm định cứng nhắc dành cho “university”.
- Không ảnh hưởng đến tính hợp pháp: Việc không kiểm định không đồng nghĩa với việc kém chất lượng hay không được công nhận; đây là lựa chọn chiến lược, phù hợp với mô hình hoạt động và danh xưng pháp lý của từng cơ sở.
Kiểm định chương trình hoàn toàn mang tính tự nguyện
Theo Art. 28, mục 3 quy định rõ: Programme accreditation is voluntary (Kiểm định chương trình hoàn toàn mang tính tự nguyện). Điều này có nghĩa là, ngay cả những cơ sở đã có kiểm định tổ chức cũng không bắt buộc phải kiểm định riêng từng chương trình đào tạo.
Vì sao chính phủ Thụy Sĩ lại quy định như vậy?
Thụy Sĩ nổi tiếng hàng đầu thế giới về chất lượng nhưng lại yêu cầu kiểm định chương trình chỉ mang tính tự nguyện? Nghe có vẻ rất bất hợp lý nhưng nó lại vô cùng hợp lý, trong bối cảnh Chính phủ Thụy Sĩ nhận thấy rằng việc kiểm định bắt buộc không chỉ gây lãng phí không cần thiết mà còn vi phạm nguyên tắc rất quan trọng của Thuỵ Sĩ là trao quyền tự quyết cho các cơ sở giáo dục đại học. Lý do được chính phủ đưa ra bao gồm:
- Các cơ sở giáo dục được tự quyết định có kiểm định từng chương trình hay không, tùy theo chiến lược phát triển, yêu cầu của thị trường hoặc nhu cầu hợp tác học thuật.
- Thể hiện tinh thần tự do học thuật và tự chủ quản trị giáo dục — những giá trị cốt lõi trong hệ thống giáo dục Thụy Sĩ.
- Cho phép các trường linh hoạt hơn trong việc xây dựng, điều chỉnh và triển khai chương trình mới, không bị gò bó bởi các quy định kiểm định bắt buộc.
“Quy định của Chính phủ Thụy Sĩ về giáo dục đại học được xây dựng một cách khoa học, vừa đảm bảo vai trò quản lý nhà nước đối với các lĩnh vực trọng yếu, vừa trao quyền tự chủ tối đa cho các cơ sở giáo dục.
Hệ thống giáo dục đại học Thụy Sĩ được thiết kế dựa trên nguyên tắc kết hợp chặt chẽ giữa quản lý nhà nước ở các lĩnh vực then chốt và quyền tự chủ của các cơ sở giáo dục. Chỉ những trường muốn sử dụng danh xưng được bảo hộ như “university” hoặc nhận hỗ trợ từ Liên bang mới bắt buộc phải kiểm định tổ chức. Trong khi đó, các Viện đại học (Swiss higher education institute) không bắt buộc kiểm định và vẫn được pháp luật công nhận hợp pháp. Bên cạnh đó, kiểm định chương trình hoàn toàn mang tính tự nguyện, cho phép các trường linh hoạt phát triển chương trình theo nhu cầu thị trường và mục tiêu riêng. Cơ chế này thể hiện tinh thần tôn trọng tự do học thuật, sáng tạo và bảo đảm chất lượng — những giá trị cốt lõi của giáo dục Thụy Sĩ.
