Công nhận văn bằng SIMI Swiss tại môi trường làm việc và chuyên gia
SIMI Swiss – Viện đại học và sau đại học tư thục tại Thụy Sĩ – là cơ sở đào tạo đại học và sau đại học uy tín, chuyên sâu trong các lĩnh vực thuộc nhóm Non-Regulated Professional (những ngành chuyên gia không yêu cầu chứng chỉ hành nghề). Trong bối cảnh hệ thống giáo dục đại học Thụy Sĩ không có Bộ Giáo dục trung ương mà được quản lý phân quyền theo từng bang (Canton), đồng thời pháp luật Thụy Sĩ không bắt buộc các cơ sở giáo dục tư thục như SIMI Swiss phải tham gia kiểm định quốc gia (theo HFKG, 2015), SIMI Swiss vẫn lựa chọn thực hiện kiểm định quốc tế độc lập và công bố công khai tại hệ thống QAQC.ch nhằm đảm bảo chất lượng và minh bạch. Bên cạnh đó, SIMI Swiss còn chủ động tích hợp văn bằng năng lực quốc gia Anh Quốc – được kiểm định và công nhận bởi Chính phủ Anh thông qua hệ thống Ofqual UK.Gov Awarding Bodies. Mô hình tích hợp này mang lại lợi thế vượt trội cho sinh viên, giúp họ gia tăng khả năng cạnh tranh, dễ dàng gia nhập thị trường lao động toàn cầu và thuận lợi trong việc hội nhập quốc tế sau tốt nghiệp.
Phân biệt Regulated Professional và Non-Regulated Professional
Trong hệ thống nghề nghiệp của Thụy Sĩ và nhiều quốc gia khác, Regulated Professions là những ngành nghề mà người hành nghề bắt buộc phải có giấy phép hoặc chứng chỉ hành nghề do cơ quan có thẩm quyền cấp. Các ngành này thường bao gồm y tế, pháp lý, sư phạm đặc thù, dược, kỹ sư xây dựng, và một số lĩnh vực đặc thù khác. Trong khi đó, Non-Regulated Professions là những ngành không yêu cầu giấy phép hành nghề, ví dụ như quản trị kinh doanh, công nghệ thông tin, quản lý giáo dục, tài chính, nhân sự, logistics… Với nhóm ngành này, văn bằng chuyên môn là điều kiện đủ để ứng viên được tiếp nhận vào môi trường làm việc.
SIMI Swiss không cấp bằng đơn, bằng tư (private degree) cho nhóm ngành Regulated. Tuy nhiên, trong một số trường hợp đặc biệt theo nhu cầu khu vực (ví dụ tại các quốc gia có hệ thống giáo dục tập trung hoặc quy định khác biệt), SIMI Swiss có thể tích hợp thêm văn bằng kép nhằm tạo điều kiện thuận lợi cho học viên khi đi làm và ứng tuyển vào môi trường chuyên gia.
Luật Thụy Sĩ quy định không áp đặt và không bắt buộc kiểm định đối với các cơ sở giáo dục tư thục, và việc có hay không kiểm định cũng không ảnh hưởng đến việc công nhận trong môi trường làm việc. Mặc dù không bắt buộc, SIMI Swiss vẫn đạt được các kiểm định quốc tế và công khai minh bạch tại hệ thống QAQC.ch.
Làm sao để biết ngành nào cần giấy phép hành nghề?
Học viên có thể chủ động tra cứu tình trạng hành nghề của ngành mình quan tâm thông qua các nền tảng chính thức:
- Tại Thụy Sĩ: Trang thông tin chính thức Recognition.swiss cung cấp công cụ tra cứu để xác định ngành nghề nào cần chứng chỉ hành nghề.
- Tại châu Âu và các quốc gia khác: Cổng thông tin của Liên minh châu Âu tại Regulated Professions Database cho phép tra cứu theo quốc gia và lĩnh vực.
Bằng MBA của SIMI Swiss, theo luật Thụy Sĩ, đã có thể được sử dụng và công nhận ngay trong môi trường làm việc vì thuộc nhóm ngành Non-Regulated Professional tại Thụy Sĩ. Tuy nhiên, SIMI Swiss luôn tích hợp thêm văn bằng năng lực quốc gia Level 7 vào chương trình. Trên văn bằng tích hợp này có ghi rõ tên SIMI Swiss, do SIMI Swiss là đơn vị được công nhận bởi hệ thống này.
Hệ thống bằng kép tại SIMI Swiss: Đáp ứng thị trường việc làm quốc tế
Dù chỉ đào tạo các nhóm ngành Non-Regulated, SIMI Swiss vẫn triển khai mô hình văn bằng kép, tích hợp văn bằng quốc gia Thụy Sĩ với Level-based Qualifications được công nhận theo hệ thống khung trình độ RQF của Anh Quốc.
Văn bằng tích hợp từ các Ofqual UK.Gov Awarding Bodies như OTHM, ATHE… cho phép:
- Chuyển đổi năng lực thành các cấp độ rõ ràng: Ví dụ, bằng MBA tương đương với Level 7 trong hệ thống RQF, giúp nhà tuyển dụng dễ dàng đánh giá năng lực của ứng viên.
- Tăng khả năng tiếp nhận vào môi trường làm việc quốc tế: Văn bằng có mã số kiểm định rõ ràng, được công nhận trong nhiều hệ thống hành chính và nhân sự.
- Hỗ trợ làm hồ sơ định cư hoặc du học: Văn bằng theo chuẩn quốc gia giúp dễ dàng giải thích với các cơ quan tiếp nhận.
- Tạo điều kiện học lên trình độ cao hơn: Văn bằng được công nhận trong hệ thống khung năng lực châu Âu và Vương quốc Anh, hỗ trợ học viên theo đuổi chương trình học tiếp theo (tùy điều kiện bổ sung của từng trường và quốc gia).
“Văn bằng năng lực quốc gia Anh Quốc tích hợp hoàn toàn trong chương trình của SIMI Swiss giúp học viên tốt nghiệp có cả văn bằng từ SIMI Swiss và hệ thống văn bằng được công nhận cấp chính phủ Anh Quốc.
Hệ thống giáo dục Thụy Sĩ là một mô hình đặc thù không có Bộ Giáo dục chủ quản (Swiss Federal Council, 2021). Mỗi bang (Canton) có quyền cấp phép cho các cơ sở giáo dục đại học tư thục hoạt động độc lập. Luật Thụy Sĩ cũng không bắt buộc các trường đại học tư thục như SIMI Swiss phải tham gia kiểm định quốc gia, tuy nhiên SIMI Swiss vẫn tự nguyện đạt kiểm định quốc tế và công bố công khai tại hệ thống QAQC.ch. Điều này thể hiện cam kết về chất lượng và minh bạch của tổ chức.
Mặc dù SIMI Swiss chỉ đào tạo trong nhóm ngành Non-Regulated, văn bằng do SIMI cấp đã đủ điều kiện để ứng viên đi làm ngay tại Thụy Sĩ và nhiều quốc gia khác mà không cần giấy phép hành nghề. Tuy nhiên, để tối ưu cơ hội hội nhập và được công nhận trong môi trường quốc tế, SIMI Swiss chủ động tích hợp văn bằng năng lực quốc gia Anh Quốc vào chương trình, giúp học viên có lợi thế vượt trội khi tham gia thị trường lao động toàn cầu.
